Season the chicken with salt and brown it in the olive oil in a wide pot, then set aside.

Soften the onion, bell pepper, carrots, and garlic in the same pot, about 6 minutes.

Stir in the rice, cumin, and achiote and toast for 1 minute until fragrant.
