Put the chicken pieces in a heavy pot with the ginger, garlic, and water, and bring to a boil.

Skim off any froth, then cover and simmer until the chicken is nearly tender, about 15 minutes.

Stir in the rinsed rice and dal and cook uncovered over low heat, stirring occasionally so it doesn't stick, until the grains break down into a thick, soft porridge, about 20 minutes.
