How to cook it

Cut the beef into large cubes and toss with the curry powder and a pinch of salt, then let it sit 15 minutes.

Heat the oil in a heavy pot over medium-high heat and brown the beef in batches until deeply seared on all sides, then set it aside.

Add the onion, garlic, and ginger to the pot and cook until softened and fragrant, about 5 minutes.

Stir in the tomato paste, star anise, cinnamon stick, and bay leaves and cook 1 minute until the paste darkens slightly.

Return the beef with its juices, add the bruised lemongrass, water, and fish sauce, and bring to a boil.

Reduce to a low simmer, cover partially, and cook, stirring occasionally, until the beef is nearly tender, about 1 hour.

Add the carrots, cut into thick chunks, and continue simmering until the beef is fork-tender and the carrots are soft, about 25 minutes more.

Season with the remaining salt, remove the whole spices and lemongrass, and taste for balance.

Ladle into bowls and serve hot over the jasmine rice.
