  1. Cut the cabbage into large wedges.

  2. Bring the water to a boil with the salt.

  3. Add the cabbage and boil until just tender, about 5 minutes.

  4. Lift the cabbage out onto a serving plate, keeping the cooking water in the pot.

  5. Mince the garlic and chili and stir them into the fish sauce for a dipping saucer.

  6. Ladle a little of the reserved cooking water into bowls as a light canh alongside, and serve the cabbage with the dipping saucer and rice.
