How to cook it

  1. Cut the mackerel into thick steaks and pat dry.

  2. Melt the sugar with 1 tbsp water in a heavy pot over medium heat until it turns a light amber caramel, about 4 minutes.

  3. Add the oil and shallots, standing back as it sputters, and stir 30 seconds.

  4. Pour in the fish sauce and 1/3 cup water and bring to a simmer.

  5. Nestle the fish steaks into the sauce in a single layer and scatter with most of the black pepper.

  6. Cover and simmer gently, without stirring hard, until the fish is cooked through and the sauce has thickened, about 20 minutes.

  7. Uncover and spoon the sauce over the fish a few times as it reduces further.

  8. Scatter with the remaining black pepper and scallions and serve hot, with rice served alongside.
