How to cook it
-
Cut the mackerel into thick steaks and pat dry.
-
Melt the sugar with 1 tbsp water in a heavy pot over medium heat until it turns a light amber caramel, about 4 minutes.
-
Add the oil and shallots, standing back as it sputters, and stir 30 seconds.
-
Pour in the fish sauce and 1/3 cup water and bring to a simmer.
-
Nestle the fish steaks into the sauce in a single layer and scatter with most of the black pepper.
-
Cover and simmer gently, without stirring hard, until the fish is cooked through and the sauce has thickened, about 20 minutes.
-
Uncover and spoon the sauce over the fish a few times as it reduces further.
-
Scatter with the remaining black pepper and scallions and serve hot, with rice served alongside.
