  1. Cut the beef into large cubes and brown in the oil in a heavy pot, about 6 minutes.

  2. Add the diced onion and carrot and cook 4 minutes until softened.

  3. Stir in the tomato paste, bay leaf, and enough water to cover, and bring to a simmer.

  4. Cover and simmer 45 minutes until the beef is nearly tender.

  5. Add the chunked potatoes and simmer 25 minutes more until everything is tender.

  6. Season with salt and pepper, discard the bay leaf, and serve hot in bowls.
