  1. Boil the eggs 9 minutes, cool in cold water, and peel.

  2. Simmer the beef chuck in water to cover for 25 minutes until just tender, skimming any foam, then slice into thick strips.

  3. Combine the soy sauce, the measured water, garlic, and sugar in a pot and bring to a simmer.

  4. Add the beef and peeled eggs and simmer, uncovered, 15 minutes so the braise reduces and the flavor soaks in.

  5. Cool in the braising liquid, then shred the beef into thick strands with your fingers or chopsticks and season with black pepper before serving.
