Heat the oil and brown the beef chuck in batches, then set aside.

In the same pot, saute the garlic and onion until soft.

Return the beef to the pot with the tomato sauce, bay leaves, chilies, and enough water to just cover, then cover and simmer until the beef is tender, about 1.5 hours.

Add the potato, carrot, and bell pepper, and simmer until tender, about 15 minutes.

Stir in the liver spread, olives, and cheese, and simmer until the sauce thickens and turns glossy, about 5 minutes. Serve hot with rice.
