  1. Chop the kimchi into small pieces and slice the scallions into short lengths.

  2. Whisk the flour, water, egg, and a splash of the kimchi's brine into a thin batter.

  3. Fold the kimchi and scallions into the batter.

  4. Heat a generous pool of oil in a skillet over medium heat and ladle in the batter, spreading it thin.

  5. Fry 4 minutes per side, pressing occasionally, until deeply golden and crisp at the edges.

  6. Slice into wedges and serve with the soy sauce and rice vinegar whisked together as a dip.
