Rinse the rice until the water runs clear, then soak it 30 minutes and drain it well.

Heat the oil in a heavy pot and fry the sliced onion until golden brown, about 7 minutes.

Add the cumin seeds, cardamom, cloves, cinnamon and bay leaves and let them sizzle 40 seconds, then stir in the ginger garlic paste for 1 minute.

Add the peas and salt and cook 2 minutes, then fold in the drained rice for 1 minute so every grain is coated in oil.

Pour in the water, add the slit green chilies, and boil uncovered until the water has dropped to the level of the rice.

Cover tightly, turn the heat to its lowest, and steam 12 minutes. Rest 10 minutes before lifting the lid, then fork the grains apart.
