  1. Rinse the quinoa and simmer it in the vegetable broth, covered, until tender and the liquid is absorbed, about 15 minutes.

  2. Heat the oven to 375F and slice the tops off the peppers, removing the seeds.

  3. Heat the olive oil in a skillet and cook the onion and garlic until soft, then stir in the cumin and chili powder.

  4. Fold in the cooked quinoa, black beans, corn, diced tomatoes, cilantro, and salt.

  5. Stand the peppers in a baking dish, fill with the quinoa mixture, and add a splash of water to the dish.

  6. Cover with foil and bake until the peppers are tender, about 35 minutes.
